Driver Licensing: Hours are Tuesday and Thursday, 8:00am - 4:00pm. Drivers must come to the MTC office at 200 Fabricator Drive Fenton, MO to apply for a new license, renew a license, or transfer a license. Drivers should have all their paperwork in order before a license will be issued. If you are renewing or transferring a license you must return both pieces of license issued before your license can be renewed or transferred. Keep in mind that police record checks expire within (60) sixty days, driving history records expire within (10) days, physical & drug screen results expire within (90) ninety days so drivers renewing or applying for an MTC license need to complete the licensing process at the MTC office before there documents become invalid. The MTC Driver's license expires one
year from date of issue unless otherwise stated on the license.
There are no extensions. Drivers who fail to renew on time will
be subject to a penalty of up to $50, as stated
in 401.G of the Code. Licenses may be renewed up to 60 days
before the posted expiration date with no penalty or loss of time
on the new license. No accommodation will be given for licenses
that expire on days when the license office is closed.

EFFECTIVE IMMEDIATELY, ALL DRIVERS WHO WISH TO OBTAIN A NEW
MTC DRIVER'S LICENSE OR RENEW AN EXISTING LICENSE MUST BE IN UNIFORM
FOR THE LICENSE PHOTO. DRIVERS MUST WEAR A COLLARED SHIRT, WITH
SLEEVES. THE DRIVER SHOULD BE DRESSED AS HE/SHE WOULD BE WHEN THEY
ARE PRESENT AT WORK. IF THERE IS A UNIFORM WORN BY YOUR COMPANY
IT SHOULD BE WORN WHEN MAKING APPLICATION FOR LICENSE. NO LICENSE
WILL BE ISSUED TO PERSONS WEARING T-SHIRTS, JERSEYS, TANK TOPS,
ETC. THIS APPLIES TO BOTH MALE AND FEMALE APPLICANTS.
Requirements:
As required by State Law under Missouri Revised Statute §67.1819,
beginning July 15th, 2009, persons seeking to obtain or renew
a license from the Metropolitan Taxicab Commission to operate
a vehicle for hire within the St. Louis metropolitan area will
be required to submit fingerprints to the Missouri State Highway
Patrol, Missouri criminal records repository, for the purpose
of checking the person's criminal history. The fingerprints shall
also be submitted to the Federal Bureau of Investigation to be
used for searching the federal criminal history files. This review
of criminal records will be used to determine the suitability
and identity of the applicant for licensing as an operator of
a vehicle for hire within the Regional Taxicab Commission District.
All applicants will be required to report to Commission Headquarters
for the submission of their fingerprints and shall pay the appropriate
fee of $62.20 to the Metropolitan Taxicab Commission for the administration
of fingerprint collection and the background search in addition
to the applicable licensing fee. This process may take up to thirty
days to complete and applicants should be aware that a response
or licensing decision from the Director of the Commission will
not be immediate. As provided under the law, any criminal history
information received by the Commission pursuant to the provisions
of this section shall be used solely for the internal purposes
of the Commission in determining the suitability of the prospective
or current driver. All criminal record check information shall
be confidential and will not be released to the applicant or any
other person for any reason not expressly required by law.
Each driver must be licensed to the company they are driving
for (drivers who change companies must obtain a replacement license).
Applicants must present an “Intent to Hire or Contract”
letter on company letterhead, signed by the owner or agent, accepting
the applicant as a driver for their company. The letter must be
dated no more than ten (10) days prior to the license application.
(New licenses only. Renewals must present the previous year's
license.)
A valid Missouri or Illinois, class A through E, chauffeur’s
license or CDL license. PLEASE NOTE: MISSOURI OR ILLINOIS
DRIVER HISTORY REPORT (NO OLDER THAN TEN DAYS) REQUIRED FOR ALL
NEW OR RENEWAL APPLICANTS:

A Police Record Check from St. Louis City and St. Louis County,
not over 60 days old, must be presented. A combined St. Louis
City and County Record Check, or a record check from the Missouri
State Highway Patrol is also acceptable. The cost of obtaining
the Police Record Check is the responsibility of the applicant.

The current taxicab, courtesy vehicle, or premium sedan driver’s

A current (within 90 days of application) physical examination

Vehicle Licensing
Vehicle Inspections are by Appointment only!

inspections will be pre-arranged by the MTC staff.
Removal from Service: Contact the MTC staff
for instructions regarding removing a vehicle from service!!!
The staff will instruct you on the proper procedure and paperwork
regarding your specific situation. Failure to properly remove
a vehicle may cause unnecessary delays in your operations.
Documents Required:
1. Application for fleet renewal. (1 application
per company, to be submitted by the company)
2. Original Certificate of Passing Taximeter Inspection.
It must originate from a Missouri approved taximeter
service. It must attest that the taximeter has been tested and
sealed in the past 60 days. If the meter is capable of printing
a receipt, the respective fleet number of the taxi must appear
on the printed receipt. (Applies to Airport and On-Call Taxicabs
only! To be presented by vehicle operator at time of inspection.)
3. Proof of insurance for each vehicle. (Company
must present certificate of insurance and roster
of vehicles covered. Vehicle operator must show proof of insurance
at time of inspection.)
4. The vehicle must be permanently registered.
It must possess a valid, permanent license plate. (On-call
and Airport taxicabs must be registered as such and bear the Missouri
regional taxicab license plate. Temporary license plates will
not be accepted under any circumstance!)
5. Inspection and/or Renewal Fee:
- $45 Inspection fee for each vehicle inspected.
Payable by check or money order only! (For annual fleet
renewals. The company will be invoiced.)
- Renewal fee for each vehicle. (Determined
by license class. The company will be invoiced.)
